I desire to refer to paragraph 3 of my
predecessor's despatch No. 308 of the 2nd
September, 1935, regarding the export of
munitions of war to China via Hong Kong. As
there stated, the export of war material from
Hong Kong to Macao is only permitted where
the consignees are the Government of Macao
or their accredited agents.
Furthermore,
the export of arms and ammunition, not being
war material, to Macao is only permitted in
cases where the consignment is covered by an
import permit issued by the competent
authorities in that territory. It will be
appreciated that in these circumstances it is
not possible for the Governor of Hong Kong
to take effective steps to prevent munitions
of war from reaching China via Macao as was
suggested/
